Project “Support for European Union action in the field of CBRN security managers education” SE-CBRN-URE is funded by European Commission, The Directorate-General for Migration and Home Affairs (DG HOME) from Internal Security Fund – Police, call “Implementation of the EU CBRN Action Plan, the EU Action Plan on enhancing the security of explosives and the European programme of critical infrastructure protection”. Total project budget – 684 377 Euro (EU contribution – 615 940 Euro). Grant Agreement No. HOME/2015/ISFP/AG/CBRN/4000008459 Acts of chemical, biological, radiological and nuclear (CBRN) terrorism are four new risks that the European public has to take into consideration. With the possibility of these different forms of weapons of mass destruction (WMDs) being used in acts of terrorism, an urgent need has arisen to prevent and combat their use. The use of any of the four types of CBRN weapons in acts of terrorism could open the door to the possibility of destabilization of the European Union, and lead to undermining its economic stability, public security and social integrity. An additional problem is the constant threat of explosives, especially home-made devices, which can be used by themselves or as a release mechanism for CBRN agents.

What is and where is the Islamic World in 2019? If we understand the Islamic World as all Muslim-majority countries, according to the Pew Research Center (2015) we would find 50 such countries with a total population of over 1.8 billion. The highest percentage (91%) of the total population in a region considering themselves Muslim, can be found in the Middle East-North Africa (MENA). The starting point of Muslim history would be the prophet Muhammad’s revelation in the 7th century, followed by the Islamic Golden Age (8th–14th centuries), when Muslims were ahead of the rest of the world in the arts, science, philosophy, and technology. This period is still remembered and cherished with pride by both Sunni and Shia Muslims, the two biggest denominations within Islam, which – despite common misconceptions in the West – is not a monolith but splits into different religious schools and branches. The modern era has been marked by the more or less direct colonial domination of European powers which left its legacy in many states belonging now to the Islamic world. Much of today’s turmoil in the MENA region has its roots in the colonial times and the fault lines drawn by the European politicians. However, the blame cannot be wholly assigned to external powers: the list of factors contributing to the Middle East’s present complex and often difficult situation is long and includes many internal issues.

The monograph is the result of the 60th International Conference of AIELF (Association Internationale des Economistes de Langue Française) having place on May 25-27, 2017 at the Poznań University of Economics and Business in Poland with over 120 participants from 25 countries around the world. The conference focused on The issues of economic development in a risked globalization and the book was created around this topic. The monograph consists of 32 chapters that cover the different area of globalization, integration, transformation, innovation, economic growth, monetary policy, public policy, climate changes, labor market, governance, finance and management. The scope of topics is very wide which is the result of broad locals’ problems important for authors geographically scattered around the world (among others Poland, Bulgaria, Spain, Morocco, Algeria, French Guiana, Canada). The monograph was published both in the classic version and in the form of an e-book. The publication is treated by the Francophone countries in Africa, South America, North America, Asia and Europe with approval and considerable recognition.

ARTISTIC ALLERGIES In its literal application, the term allergy, connoting a reaction different from the customary – from the Greek allos (“different”) and ergos (“reaction”) – is used in the field of medicine. However, in the cultural domain, and particularly in the realm of art, one may discern some reactions analogous to the pathological behavior of a tissue when confronted with an allergen. Such behavior manifests itself in the form of negative sensitivity, lacking normal justification, which leads to a subconscious or semi-conscious avoidance of certain notions or works of art, or even to their active negation and rejection. Such reactions may be individual in nature or may be manifested by smaller or larger groups of people. The causes of such allergies or hypersensitivity may be genetic or environmental. They may be sought in the original circumstances or in some activities of the organism; one can try to established them by focusing on the incidence of the infection. Artistic allergies understood in this way have occurred frequently in the history of various arts, also manifesting themselves in the fields of art theory and aesthetics. The present issue of Art Inquiry sets out to describe some of their varieties and to examine the mechanisms governing their appearance and their subsequent course. Grzegorz Sztabiński Translated by Krzysztof Majer ALERGIE ARTYSTYCZNE Słowo alergia oznaczające odmienną reakcję (gr. allos – inny + ergosreakcja) stosowane jest w znaczeniu dosłownym w medycynie. W dziedzinie kultury, a chyba szczególnie w sztuce, zauważyć można jednak sposoby reagowania zachodzące analogicznie do patologicznej reakcji tkanek na alergen. Przejawiają się one jako pozbawione normalnego uzasadnienia negatywne uwrażliwienie, prowadzące do nieuświadomionego lub częściowo tylko świadomego pomijania, odrzucania pewnych idei lub dzieł, a także ich zwalczania lub negowania. Reakcje takie mogą mieć charakter indywidualny lub dotyczyć mniejszych lub większych grup ludzi. Ich uwarunkowania mogą być genetyczne albo środowiskowe. Przyczyn uczuleń lub nadwrażliwości poszukiwać można w warunkach początkowych czy sytuacjach rozwojowych, albo koncentrując się na występowaniu infekcji, zarażania się. Alergie artystyczne miały miejsce wielokrotnie w dziejach różnych dziedzin sztuki, a także w teoriach artystycznych i w estetyce. PERFORMATIVE ASPECTS OF ART The concept of performativity has been usually evoked in the discussions on the philosophy of language and the reflection on theatre and performance art. However, in recent years there have been some attempts to broaden its scope. The theoretically inclined researchers have been working out the main assumptions of the aesthetics of performativity. These are claimed to include the challenging of the boundaries of artistic disciplines, and emphasizing the active role of the recipients, for whom the art works become events developing in consequence of their actions. Besides those attempts to grasp the theoretical consequences of “the performative turn”, one should also note some very interesting practical analyses, employing the theory in the discussion on concrete works from different domain of art. It appears that one can discover transformational potential, focus on change rather than just existence, even in the domains traditionally regarded as “artifactual” (painting, sculpture, installations). The planned volume of “Art Inquiry” will be devoted to the reflection on both directions of expansion of the concept of performativity. We would like the authors to consider its general significance for aesthetics and for the theory of various domains of art. We also hope that they will show the changes occurring when its unique perspective is adopted in the discussion on both theatre, paratheatrical experiments, and film, and the domains which have traditionally emphasized the role of the artistic artifact. The title of this volume invites questions about the possible scope of performativity and its kinds. PERFORMATYWNE ASPEKTY SZTUKI Zagadnienie performatywności podejmowane było najczęściej w rozważaniach z zakresu filozofii języka oraz w refleksji nad teatrem i sztuką performance. W ostatnich latach zauważyć można jednak próby jego rozszerzenia. Z jednej strony zmierzają one do wypracowania założeń estetyki performatywności. Wśród jej cech wskazywane jest kwestionowanie granic poszczególnych dziedzin artystycznych, zaakcentowanie aktywnej roli odbiorców, dla których utwory stają się wydarzeniami rozwijającymi się w wyniku ich działań itd. Oprócz prób sformułowania teoretycznych konsekwencji „zwrotu performatywnego” zauważyć można także bardzo interesujące konkretne analizy polegające na uwzględnieniu właściwych dla niego założeń przy rozważaniu dokonań z różnych obszarów sztuki. Okazuje się, że nawet w obszarach twórczości uważanych tradycyjnie za „wytwórcze” (malarstwo, rzeźba, instalacja) odkryć można aspekty transformacyjne, zakładające nie trwanie, a przemiany. W najnowszym tomie „Art Inquiry” przewidywane jest rozważenie obu zasugerowanych wyżej obszarów ekspansji idei performatywności. Z jednej strony rozważone mają być jej ogólne konsekwencje dla estetyki i teorii różnych dziedzin sztuki. Z drugiej, pokazane zmiany występujące, gdy właściwy dla niej punkt widzenia zostanie uwzględniony zarówno w obszarze refleksji teatralnej, parateatralnej, filmowej, jak w dziedzinach, w których tradycyjnie akcentowano rolę wytwarzanego przedmiotu (dzieła). Tytuł tego tomu ma właściwie charakter pytania o możliwy zakres performatywności i jej odmiany.
